**This position is for the Land Surveyor in Training with the option to under fill with Survey/Right of Way Technician**

 

 Land Surveyor in Training

Pay Rate Range: Grade 6, $40,164.80 - $53,289.60/year

 

 Land Surveyor in Training Primary Purpose

Serves as a Land Surveyor in Training performing professional level land surveys for the purpose of defining, delineating, describing, transferring and protecting public and private interests and rights in matters of land in a confidential and non-bias manner under the direction of a Professional Surveyor. Performs various field survey project and assist in the design and construction of public infrastructure. Will assist in the administration of the Right-of-Way permitting process by reviewing plans and preforming inspections for the construction of private infrastructure in City controlled spaces. Preforms research, acquisition of field data and analysis of same for the preparation of various type of technical and legal documents produced by the Survey Division. Will assist in reviewing construction documents submitted by others for geometrical and verbal errors, compliance to applicable statutes, regulations and codes as we as extracting survey data from plats, plans and computer drawing to assist in preparing files for boundary and construction staking. Will assist in reviewing, drafting, and preparing survey documents for land boundaries, easements, vacations, annexations, agreements, exhibits and reports some of which will be recorded. Will assist in Ci efforts to build and maintain our GIS databases by preforming surveys and preparing as-built drawings of newly constructed BUILDS projects. Will assist in archiving historic and current construction and survey plats, plans and documents into a digital format as directed.

Pay Rate Range: Grade 5, $36,545.60 - $48,505.60/year

 

 Survey/Right of Way Technician Primary Purpose

 Land Surveyor in Training (LSIT) Examples of Duties:

  1. Performs professional level land survey work for various City Departments on a verity of special projects, but primarily for BUILDS Department projects that are broad in scope under the direction of the City Surveyor/ROW Manager.
  2. Prepares plans, sketches, maps, surveys, legal descriptions, easements, exhibits and other documents under t direction of the City Surveyor/ROW Manager.
  3. Performs surveys as assigned for engineering, design and construction staking for projects such as street, stor drainage, water, and sanitary sewer construction.
  4. Assist in assuring that the City’s Right-of-

Way Permit Codes stay current with local, state, and federal regulatory agencies with regards to the constructio inspection of private infrastructure in City controlled space.

  1. Assists in the review of construction drawings and technical specifications for conformance to published design technical standards.
  2. Ensures that assigned projects are completed within the guidelines established by local, state, and federal laws regulations, standards, and/or policies.
  3. May occasionally assist in negotiations of minor easements and other documents necessary to allow City to wo private
  4. Sets permanent monuments as required to define property and right of way boundaries, easements or other lan right descriptions as directed.
  5. Acts as a liaison for the City with developers, contractors, engineers, surveyors, utility companies and the public during the planning, design and construction phases of BUILDS
  6. Geographical Information System software and electronic databases. Coordinates and assists field divisions wit collecting asset data.

TYPICAL QUALIFICATIONS:

 

 Land Surveyor in Training (LSIT) Education and Experience:

Have completed any one of the three educational and experience requirements set out in Missouri Revised Statutes 327.312.

Requires four (4) years of land surveying experience balanced between field and office duties.


 Land Surveyor in Training (LSIT) Knowledge, Skills and Abilities:

Thorough working knowledge of the rules proscribed in current Missouri State Standards for Boundary Surveys. Must present the upmost in personal honesty, integrity and not be hesitant to disclose personal errors or evidence discovere which may affect the productive legal outcome of a project or produce a liability; Working knowledge of a variety of databases, word processing, Geographical Information Systems, state and federal online systems used in research or obtaining and/or adjusting state plane coordinates, CAD/MicroStation/ Carlson or other survey/engineering platforms; Some knowledge of construction practices and techniques relating to streets, water systems, and storm/sanitary sewe Ability to operate most all of the following surveying instruments and equipment, GPS base/rover, Network RTK, total stations, data collectors/controllers and various types of levels; Must effectively communicate with the public, other employees, other agencies, consultants, and contractors by telephone, email and in person; Ability to work on private property and deal with property owners in a respectful manner; Must produce written documents using proper busines English, sentence structure, grammar, and punctuation; Must be able to research and obtain a variety of records and t ability to read and interpret plats, construction plans, legal descriptions, easements, deeds, court documents, codes, statutes, regulations and properly apply content for a productive outcome; Prepares and files accurate information regarding land surveys and construction drawings; Must be able to perform work functions following prescribed safety procedures; Must be able to review and check the work products of others to ensure conformance to standards; Must able to analyze a situation, solve problems and make decisions under pressure in area of responsibility; Must be able perform effectively as a member of a team and apply the City’s Mission, Vision and Values to everyday tasks.; Overall professionalism displaying the utmost discretion, courtesy, cooperation, discipline, and behavior.


 Land Surveyor in Training (LSIT) Certification/Licensing Requirements:

Must possess a valid Missouri State Driver's License.

Must obtain and maintain LSIT Certification (state of Missouri) within the probationary period.

  

SUPPLEMENTAL INFORMATION:

 

 Land Surveyor in Training (LSIT) Physical Demands:

Performs bending, squatting, crawling, twisting, kneeling, climbing and reaching to subsurface level and overhead; Mu be able to push and pull up to 80 pounds and be able to lift 25-pound items above head; Must be able to hold and grab objects.


 Work Environment:

May be exposed to extreme weather, dust, pollen, noxious weed, toxic fumes, chemicals or smoke, contagious diseas electrical or mechanical hazards, extreme noise, heavy equipment, heavy traffic, rough terrain, wild / domestic animals insects; May work in awkward positions such as climbing fences, crawling in/on confined places both natural and man with poor ventilation and no natural lighting;


 Miscellaneous Requirements:

May be required to work a variety of shifts including nights, weekends, or holidays. Subject to emergency call-in.

Must successfully complete pre-employment substance abuse testing. Must successfully complete pre-employment background investigation.
