DESCRIPTION:

Under general direction, supervise staff personnel assigned to the daily inspection of development or contract construction so that District construction requirements are enforced.

EXAMPLES OF DUTIES

Supervises the work and training of survey and right-of-way personnel, and oversee  consultant personnel performing property title research, property appraisals, property/easement acquisitions and survey work; coordinate with the General Counsel's Office on legal actions associated with property/easement acquisitions;  meets with work groups, property owners, consulting engineers, land developers, public officials and the general public to resolve difficult right-of-way or survey problems; assists in the development and preparation of departmental operating budget.
 
Additional Responsibilities: Maintains records and prepares reports; performs related work as required or as delegated by supervisor.

MINIMUM QUALIFICATIONS

Training and Experience: Associate degree or 60 college credit hours in related field and a SR/WA certification or a licensed professional land surveyor, along with six years progressively responsible experience in property rights acquisition or surveying, along with and public contact work.
 
Desirable Knowledge, Skills and Abilities: Considerable supervisory and technical
knowledge of property rights acquisitions or surveying related to the delivery of improvement projects including: the terms, procedures and means and methods of the design and construction of public improvements, especially sewer construction; considerable skill in understanding and interpreting maps and construction documents; considerable skill in oral and written communication, development of business relations, and coordination with public agencies; considerable skill in the use of AutoCAD and associated software; ability to supervise the work of others.; considerable skill in planning and overseeing the work of right-of-way and survey personnel, consultant contracts, administrative support staff; extensive skill in interpreting complex plans and specifications; extensive skill in dealing with, forming and maintaining effective working relationships with consulting engineers, public officials, the general public and others; extensive skill in expressing oneself clearly and concisely both in oral and written form; extensive skill in maintaining records and preparing reports; ability to effectively participate in the review of projects to be contracted by the District; familiarity with use of personal computers and department hardware and software; thorough knowledge of Microsoft products.

ADDITIONAL INFORMATION

Must possess valid driver's license issued by state in which employee resides.
Must be able to provide transportation for fieldwork.
 
 Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.

Employees of MSD must have a proficient/meets expectations or higher overall rating on last review.
